Quite simply, as with your car, you need a speedometer to confirm your speed.... too slow and you take too long to get there. Too fast and you are operating outside the "standard"; temperature too high and you do damage to your engine. The quality system enforces the disciplines of frequency and does assist with the performance of some of the checks through dirfferent levels of automation.
