The 21st Amendment to the Civil Aviation Regulations as contained in the

Government Gazette No 11359 Vol 677 of 15 November 2021 No 45491 contains a complete

replacement of the Part 141 regulations and the amendment of SA CATS 2/2021 dated 5 Nov 2021

completely replaces SA-CATS 141. CAR 141 Subpart 8 deals with a Declared Training Organisation (DTO).

A DTO replaces the previously approved RAASA ATOs.

PEL: The following condition will be accepted as meeting the requirement of CAR 61.02.2(a) :

All SPL applicants without a valid ID or Passport can submit a Birth Certificate with an affidavit from a parent verifying

or confirming the identity of the applicant. The affidavit should be accompanied by a copy of the parent’s Identity Document.

It stands to reason, these documents should be CERTIFIED
